NeuroNex funds networks and technology hubs rather than single-site centers. Everything that makes that scientifically valuable makes it administratively awkward.

What the report leans on
Network activity across sites, and dissemination and adoption of the technology the hub produces.
The sections that cost the most time
- Distributed personnel
- People sit at institutions the award does not employ, under local systems it cannot see. A single roster with roles and dates has to be maintained deliberately or it does not exist.
- Technology dissemination
- The output is a method or an instrument other labs adopt. Adoption happens elsewhere and reports back only if somebody asks.
- Cross-site collaboration evidence
- The network premise has to be visible in the outputs, which means co-authorship and shared projects across sites, extracted rather than asserted.
- Training across institutions
- Workshops and training events run at multiple sites with different local record-keeping, then have to be counted as one program with consistent demographics.

In more detail
What NeuroNex is
NeuroNex funds neurotechnology hubs and the networks around them: groups building methods and instruments for neuroscience, and the community of labs adopting them. The award's shape is a network rather than a building.
What the annual report asks for
The standard NSF center sections, resolved across a set of institutions instead of one. Personnel, publications, outreach, events, partnerships and training all have to be reported for the network as a whole.
Dissemination carries unusual weight. A hub that builds a technique nobody else uses has not done its job, so the report needs evidence of adoption outside the funded group.
Where the time actually goes
Into the gap between the network and the institutions in it.
Each site has its own directory, its own HR system and its own way of recording a workshop. None of them knows it is part of a network. So the person assembling the report is reconciling several partial pictures into one, every year, by hand, and the reconciliation is thrown away afterwards.
Adoption is harder still. The labs that picked up the technology are not on the award, have no reporting relationship to it, and mostly do not know their use is a reportable outcome.
The record the report comes out of
A network's reporting problem is that no single institution holds the network. Each site holds a piece, and none of them knows it is a piece.
We run the NeuroNex program site, alongside MRSEC, PREM and the Materials Innovation Platforms, which is close to a decade of NSF Division of Materials Research work in exactly this distributed shape.
Our platform holds the network's own record rather than federating everyone else's: people with affiliations and dates across sites, projects, and publications importing by DOI with the acknowledgment checked against the award number.
One roster, maintained continuously, instead of six reconciled every spring.

Capacity-building awards. The report has to evidence new institutional capability, which leaves a much fainter trail than research output.
