EPIIC reporting, and where the year actually goes

An EPIIC is not judged on publications. It is judged on whether the institution can now do something it could not do before, which is the hardest thing to put in a table.

What the report leans on
The organisational capacity story: what new infrastructure, processes and partnerships the award has enabled.
The sections that cost the most time
- Capacity built
- There is no DOI for a new process. The evidence is partnerships signed, staff hired, workflows established and services now offered, and none of it lands in a system by default.
- Partnership formation and depth
- Not a roster but a trajectory: who was approached, what came of it, and what the partnership now produces. Most of that history is in email.
- Institutional adoption
- Whether the rest of the institution actually uses what the award built. Usage evidence has to be designed in from the start or it does not exist later.
- Sustainability beyond the award
- Reviewers want to know what survives when the funding ends, which means tracking commitments made by the institution, not by the project.

In more detail
What an EPIIC is
EPIIC awards build innovation capacity at institutions that do not already have it. The deliverable is not a discovery. It is that an institution which could not previously run industry partnerships, technology transfer or translational programs can now do so, and will keep doing so after the award.
What the annual report asks for
The section structure is familiar, but the center of gravity moves. Publications and research products matter less. Partnerships, processes, institutional adoption and sustainability carry the report.
Reviewers are reading for a trajectory across the life of the award, so each year's report is partly a comparison against the last one. That makes the historical record part of the current deliverable.
Where the time actually goes
Into reconstructing history that was never recorded as history.
Research output has infrastructure behind it. Journals, DOIs, indexes and citation databases mean a paper leaves a trail whether or not anyone is paying attention. Capacity has none of that. A partnership begins with a conversation, becomes an agreement, and produces something eighteen months later, and unless somebody wrote each step down at the time, year three's report has to reassemble the sequence from inboxes.
The same is true of adoption. If nobody instrumented who is using the new capability, the honest answer in the report is an anecdote.
The record the report comes out of
A capacity award is reported as a trajectory, and a trajectory is history. A system that holds only the current state cannot produce one.
We run NSF program sites across MRSEC, PREM, NeuroNex and the Materials Innovation Platforms, close to a decade inside the Division of Materials Research.
What our platform holds, it holds with dates on it. People carry roles with a start and an end rather than a status, so year three's report can show movement rather than a snapshot. Projects, publications, outreach and funding sit in the same record.
EPIIC is the hardest program on this list to evidence, because capacity leaves no citation trail behind it. Starting the record early is most of the answer.

Neurotechnology hubs and networks. Activity is distributed across institutions the award does not employ, which breaks single-site reporting.
Reporting season should be a review, not a reconstruction.
